Electrical Equipment Enclosure requirements

We have a job to fabricate a LACT skid from drawings provided by the owner. There is a small building/enclosure with a roll up door to house the general purpose electrical equipment which is outside the classified area per there study which I believe is accurate. The drawings indicate that we are to provide panelboard interiors with deadfronts mounted on a Hoffman backpanel without an enclosure. The panels would be surrounded by Panduit and the wiring would be partially exposed. They also call for some line voltage wiring to terminate on open terminals and general purpose contactors on the backpanel without an enclosure. My initial reaction was that this is not allowed, but when I looked into the NEC to find some backup, I looked at 110.27-A-1 and find the following: By location in a room, vault, or similar enclosure that is accessible only to qualified persons.
This makes me believe that there design may be acceptable, but is using the panelboard interiors without the enclosures violating the UL Listing of the panelboards? Any other thoughts or issues that I am overlooking?
