Electrical Feeder Splice.

Our job has a existing 225A 208Y/120 3P 4W 36 CT Electric Panel.
The Electric Panel originally was a Feed Thru / Riser Panel that feed a 225A Panel in the Suite above our floor. The Feed Thru Electric Panel has been modified "by others", by removing the feed thru lugs and Kearny Splicing the feeders cables inside the existing Electric Panel Gutter. Then re Feeding the Electric Panel with a new Feeder from a Generator Set Distribution Panel.
By splicing the Feeders in the existing Electric Panel, is this a NEC Code Violation and what section?
