Electrical in ground Vaults with manhole in Class I Division 2 Locations

I have a underground electrical vault located with the opening to the vault in a Class I Division 2 location. Rigid metal conduiit leave one side of the vault and exit the ground to the left side of the vault. Going underground out of the vault on the right side in PVC conduit the raceway run to another vault which is located in a non classified location. My question is where should where should the seal-off fittings be placed? Since the vault opens into a classified location I would consider it to be a classified location as well so I believe the seal-off has to be placed on the conduits between the two vaults as it crosses the boundry line between the Class I Division 2 and the non-classified area. Please let me know what you all think. Thanks

I think you should read the last sentence of Section 501.15(B)(2) and 501.15(C) Exception. It needs to be sealed, but not explosionproof.

Now that I've read this a bit more carefully - if it is underground, why is the vault not classified as Class I, Division 1?
