Were can I go to Take the Master Electrical Test on Line? I am in Afghanistan and I can't get to the stats to take it. I am working on a us Base over here and I need to take the test so keep working, were can I do this on line?

I doubt if there is one on-line. There is no universal masters test - each jurisdiction, be it state, county, or city, has their own test. They also have their own requirements for experience in the trade, that must be verified.
You might check with your home state/county/city.

Some exam providers allow "proctored" test taking. That is, the exam provider sends the sealed exam to a designated proctor approved by them. This is usually a supervisor, third-party firm, ect, ect. This proctor administers the exam, re-seals it, and sends it back to the exam provider.

Who is requiring the certification and why? If it is just the contractor and he wants to be sure of your competency, there are a number of "practice " exams out there and he might accept that. If not bphgravity's solution might work.
You would need to contact the AHJ for your place of residence or where you got your journeyman ticket and persue it through them. You could also contact testing agencies such as "Prometric", check their ability to proctor, and go from there.
