Electrical Load Calculations / Panel Size - I think I already know the answer but......

So.....I have an existing 200 amp panel with 200 amp service and am looking to do some upgrades. Here is my proposed panel schedule and calculations linked below with the following two upgrades:
  1. Add EV charger - Max. draw is 11.5kW
  2. Electric Tankless Water Heater - 24kW
The EV charger is a must, but I am trying to see if I can squeeze in the tankless water heater. I'm in South Florida so I think I may be able to undersize the tankless water heater. If I size the water heater per manuf. suggested fixture count I would be putting in a 24kW heater, I am at 196 amps to the total calculated load. If I size down to a 20kW I'm at 189 amps. We have 4 people in the house, most that would happen is two showers and the washing machine running simultaneously as my kids will definitely not be doing any dishes.

My questions...
  1. Does code allow 196 amp calculated load on a 200 amp panel? Not being an electrician or electrical engineer I'm only a bit familiar with NEC. Sounds like a bad idea and I know about the 80% safety factor but I think that was only on circuit loads?
  2. Should I give up the idea of a tankless without a service upgrade?
  3. I'm under contract for a solar install for a 20kW system......any thing I should be considering here?

I personally don't like electric tankless water heaters. I think they are often way oversized too.

Sure , if a calc is 196, ur good on a 200👍🏽. And the actual load will never be at all close to that.

Not sure how "cheap" you want to be with providing for that PV system, but one option is to upgrade the service a bit and put in a 320 socket to two panels using 230.40 ex #2 and make something like a 300A service. You could use the " sum of all breakers " rule and feed the PV and EV Into one of the panels (or maybe the WH if it fits). And everything else into the other.

Is the PV roof or ground mount?
