I would like to know the proper definition of a 'cable rack'. I have decided to use 1.5" thick fiberglass grating (made from UL listed resin) in several electrical manholes as cable racks. I follow all other aspects of Article 314, Section IV. I am unclear if the 'intended purpose' of the grating is a factor. Since cable tray is defined as a support system, wouldn't this fiberglass grating fall into the same category? Is the fiberglass grating acceptable by the NEC as a cable rack?

This Underground Devices website might be able to provide you with the information that you need. There are several different types, so investigate your application vs. the different selections.
