Electrical panel in plenum ceiling?

We are renovating a high school. For a safety reason, panels were mounted closes to the ceiling. Now we are considering to put a drop down ceiling in this room. Can electrical panel be installed in a plenum ceiling?

First you may want to use text size 3.

Next that must be a very low ceiling as the breaker handles can be no more than 6'-7" above the floor.

You than have to consider the requirements in 110.26 for clear working space which the ceiling would interfere with.
