Electrical Panel inside elevator machine room

I have a job where there is no electrical room nearby an elevator machine room, from the main switchboard I run a feeder to an electrical panel installed inside elevator machine room, this panel has only (2) breaker to serve (2) elevator motors. The elevator inspector came out and said:

1) Can't install electrical panel inside elevator room - Does any one know or has a copy of section inside elevator about this rule?

2) He requests to have (2) separate feeds from other location goes into elevator machine to serve the (2) elevators, can't bring one feed to the panel (located inside elevator machine) even each elevator is protected by its own breaker in the panel.

I've only installed disconnects in the elevator machinery room.
(Is there not a disconnect there even if the panel has OCP?)

If the feed you ran is sized adequate... will he allow you to gang two FUSIBLE disconnects instead of the panel you planned? One for each purpose?
(I assume you have already run the pipe and wire)

Sorry, I just noticed that you said the panel only supplied the elevators.
 
my panel has (2) breaker, each braeker will feeds a shunt trip breaker (which serves elevator motor) located in same room.

I DON'T THINK THAT THE PROBLEM IS THE PANEL.I THINK THAT THE INVERSE TIME BREAKER THAT IS USUALLY USED IN A REGULAR PANEL CAN'T GIVE ADECUATE OVERLOAD PROTECTION TO THE MOTOR .YOU HAVE TO USE A DISCONECT SWITCH WITH TIME DELAY FUSE, SIZE IT 125% OF THE FLA SHOWING ON THE MOTOR NAMEPLATE + ALL THE OTHERS ASSOCIATED LOADS:rolleyes:
