We have a chemical skid outdoor, and the main electrical panel(120v) does not have the clearance required . There is a conduit and a pipe in the clearance area of 30" by 3/3.5/4 ft. Inside are two poles breakers. Does this kind of installation (skid) should comply with 110.26? (panel is comletely closed with no breakers through the door access- like a junction box)

I would think 110.26 would be applicable that's my opinion, sight unseen.

Well, is it, "likely to require examination, adjustment, servicing, or maintenance while energized"?
Truthfully, if the CBs have to be reset, is the panel going to be de-energized when it is opened? Can you repeat that to the AHJ, looking her in the eye, and in a loud clear voice?

Whether it needs to be redone because it represents an actual hazard to anyone or it is just a trivial violation depends on the circumstances.
