Electrical Panel Placement in Residence

Not a residential expert so I need some help. I have an architect that wants to place an electrical panel on a second floor landing (first floor is all open under beach house). The stairs lead from this landing down to the ground. If 110.26 clearances are maintained, are there any code requirements that won't allow it to be installed in this location? I am concerned about egress should there be a fire.

Any help will be greatly appreciated.

As long as the panel is located at the landing (as opposed to over stairs) and you have the 110.26 clearances, you are good to go as far as the NEC is concerned.
