Customer has an exisiting panel underneath counter near register, so you need to crouch down to access. Doesnt this need to meet working height? I doesnt meet front clearance but not sure about height.

I cant figure out how to post pic but the panel sits back in cabinet and they manage to install a sink above panel and the drain runs across the front of door. SMH. I do like the idea of mounting panel flush at counter. This is why I love posting on this forum because everyone has a different approach to each situation good or bad. ThanksIf it is in the face of the cabinet without the counter extending out in front of the panel face, it is not a code issue. There is no minimum height for panels other than the one in Article 550 for mobile home service equipment.
You didn't mention sink before or the plumbing in front of door. That adds a list of other issues.
