I am assuming this is a service disconnect.

You will need a GES, grounding electrode system. Two rods and a #6 CU GEC will work.

You will need a 4 wire feed to whatever structure this pedestal serves.

That structure will need a GES and a disconnecting means.

Do not rebound neutral at structure.
 
Yes this is a service disconnect and it has a four wire feeding other structure. What article governs a pedestal?

Under the 2017 NEC, if the pedestal is a self-contained manufactured electrical product installed in the ground, doesn't the revision to the definition of structure mean that the pedestal would not require a GES?

Again, it would depend what equipment that unit is comprised of.

Are these pedestals service equipment, receptacles, or what?

If you have a 2017, post the definition if you can.

Fully agree. If pedestal would only have receptacle(s) in it - then worst case it is a structure supplied by a branch circuit. Supply it with a service or a feeder and it should need a grounding electrode system - typically ground rod(s) is what it used.

There is no NEC section that specifically is for pedestals.

I don't have a 2017, but you can read it for free on nfpa.org. Of course they make it hard to copy text, it is a graphical view. But the new definition of Structure is short and easy to transcribe:

Structure. That which is built or constructed, other than equipment.

The definition of equipment appears unchanged from 2014.

Rebound?
Does that mean the rod could "rebound" back up out of the ground?:p
