What does it mean when an electrical prduct is listed and labeled

Both terms are defined in Article 100 of the NEC. Essentially, they mean that the manufacturer has paid a testing agency, such as Underwriters Laboratories (UL), to perform a set of tests on the product, that the product passed the test, and that the product is included in a list of "products that passed the test," as published by the testing agency.
