You've posed a good one!

As best I can tell, the NEC has no problems with the 'fence' anywhere near the pool, under the pool, next to the pool, even in contact with the pool. As long as it's under the surface, it doesn't exist, as far as the NEC is concerned.

Am I correct in my thinking that the 'fence' is actually an antenna, rather than a circuit, that triggers a receiver worn by the dog?

If so, the NEC might have something to say about the distance between the dog and the pool :D

Correct; the reciever is in the garage and the dof has not yet attempted to get into the pool, yet...

It wouldn't be any more than the 5' noted in 680.10.

Since its a low voltage system, it might fall under one of the 800 articles, and I'm not sure if 680 would even apply.

I'd be worried about the dog getting in the pool & getting shocked by the collar, and not being able to swim due to the electric shock.

Just something to consider.
