Electrical room egress

I happened to be at a nurse's station in a local Virginia Hospital when I noticed that the door behind the nurse's station, marked "Electrical Room" only opened in the inward direction (toward the inside of the electrical room).

The hospital was built in 1989 and I was wondering how far back did code begin requiring that electrical rooms have doors that open outwards?

Not sure how long ago it was entered in the NEC but the door only need swing outward if there is equipment in the room rated @ 1200A or more.
