Electrical room Ground bus

Continuous Ground bus in electrical room - can this be mounted at any height? There are obstructions upto 5' AFF.

We mount them low or high sometimes even near the ceiling. The NEC is silent on this issue except to say that connections of the GEC must be accessible. {250.68(A)}
