Electrical room has dedicated ventilation fan and duct which serves only the electrical room only. This duct is over the panel but allows room for installing the branch circuits, but over 6'-6" (dedicated space). The room has only 8' ceiling. is this duct permitted

Yes but still needs the 'drip pan' as in 110.26 E 1 b.
There are two parts to restricted space above electrical equipment
The dedicated space height for equipment rule is 6 ft (110.26 E) The 6 ft 6" rule for working space is in height of working space 110.26 A 3
One rule is for safe working, the other is for future electrical installation.

Thanks for the quick response. If the duct is in the dedicated space. Since there is no room to be above 6'. Can I have a drain pan. One important note is this duct is dedicated to the electrical room. Not passing through from other space. this duct is meant to ventilate the electrical room.

Yes on drip pan.
I see what you are getting this duct is not foreign to the space, its for the space. I am not sure if that requires a drip pan, lets see what others say.

No, the duct is not permitted where you have described.

The duct may not be foreign to the space but it is foreign to the electrical installation. If it is not related to the electrical installation, it cannot be in the dedicated space. You will need to find a different place for the duct or the panel. If you have a transformer in the space, you could run the duct over that.

I agree with d0nut. If the room is only 8' high, then the duct cannot be more than 6' above the top of the panel. You have to be 6' over the top of the panel AND have a drip shield, if the duct is over the panel at all. Duct work is easy to reroute. All you need is for it not to be directly above the panel. If it is over the working space and at least 6.5 meters above the floor, it would be OK.

Thanks. One more clarification. if there is acoustic tile ceiling in the room, is sprinkler piping permitted above the ceiling over the panel?

No. Acoustic tile is not "structural" in nature. If the pipe leaks, the water will eventually make a hole in the tile, and then the water will drip on the panel. 110.26(E)(1)(d).

If this is for ventilation, as in exhaust, why would you need a drip shield?

I think you meant 6.5 feet, not meters.
