To be clear, the correct answer to the question you asked, based on the words you chose to use in asking the question, is that there is no such code requirement. :happyno: It is perfectly allowable to store things in an electric room. I would call it a bad idea, but it does not, by itself, violate the code article that Roger cited. That article prohibits storage within the area set aside as working clearance. It does not prohibit storage in other areas within the same room.

I agree. I think that at one time it use to say something along the lines of, "rooms and areas shall not be used for any other purpose".
 
I did a search for "electrical room" in my 2014 NEC E-book version.

Only returned one hit from the search - located in 728.5.

Closest answer for OP's question would come from "spaces about electrical equipment", (add : AKA 110.26) which does not have to be a room dedicated only to electrical equipment. You could have other requirements outside the NEC though.
 
The easiest practical way to keep all of the people involved from stacking stuff in the wrong place in the room is to prohibit all such stuff from entering the room.
There is a limit to how effective even painted lines on the floor can be. (I recall a signature about stupidity having no limits.)

That would be a local operating rule of the business, not something in the NEC.
