Can anyone enlighten me as to why the code does not mention a door and swing in art 110.26 except for large equipment 110.26(C)(2)??

I am not sure I understand your question. 110.26 C is dealing with large equipment rated 1200 amps or more. Most of 110.26 deals with deals with access and working space for electrical equipment rated 600 volts or less. In many cases there is no separate room or vault involved. :?

Most of the time doors and in particular the direction of swing, is covered by the building code.

Because it does not have to. Because it is not a safety concern. For example, you can a panel in the wall of a hallway. There is no need to install an "electrical room" at all, and so there is no need to talk about exits from such a room.
