The following are the "rules of conduct" in the EC when working with electrical equipment. Does the US have something similarly simple and if so where can it be found? The OSHA's LOTO only covers this partially, I believe.

Never assume electrical parts are dead without verification​

apply the ?5 Safety Rules? when working with electrical equipment

  1. disconnect completely,​
  2. secure against re-connection,​
  3. verify that the installation is dead,​
  4. provide protection against adjacent live parts,​
  5. carry out grounding and short-circuiting.​

Electrical Safety Rules

Within the Department of Energy (DOE) the LOTO system is used extensively as part of an overall work safely program. Your list of rules looks pretty comprehensive as the beginning of an overall electrical safety program. All too often, "familiarity breeds contempt" and a few of the most experienced electricians are the ones who fail to slow down and follow the safety measures. Getting these veterans directly involved in walkdowns and pre-job reviews is a vital part of ensuring their expertise is incorporated into the work before the job starts and that everyone goes home at the end of the shift.
