The service disconnect could be in the panel as you describe and be NEC compliant. That said, your AHJ may have a local requirement that the service conductors can't enter the building, even to a panel just inside. Also the PoCo could require the disconnect be adjacent to the meter and outside even though the NEC does not require this. This is an area that is very dependent on the AHJ rules and the PoCo rules. I'm seeing less and less PoCo's that will allow the service disconnect anywhere except at the meter and outside.
