I have a service that has lights dimming whenever an appliance comes on. It is a newer service, overhead feed to a 125 amp meter main on the exterior. When measuring the voltage before an appliance is turned on, there is 242 volts between the phase legs and 122.7 to ground on one and 122.4 on the other. When the appliance is turned on, there is still 242 volts between phases, but 108 volts to ground on one leg and 135 volts to ground on the other read at the meter main and at the subpanel. When the appliance, any appliance, microwave, furnace, dryer etc., turn off, the voltage returns to normal. All connections are tight as far as we can check excluding meter base connections and overhead utility connections.
