I am under the impression that when a qualified worker receives a finger tip to finger tip shock on opposite hands, medical attention must be sought. If so, can you tell me where this requirement is found?

Think about the path the current travels in a fingertip to fingertip event...across the chest (lungs, heart, etc..). Since we are not doctors, understanding how severe the event may have been and the condition of the individual (we really never know that) the issue could fester within until it may become too late to care for.
