No. Article 600 talks about bringing power to the sign. But the NEC does not address construction of the sign itself.

Signs are fabricated per a specific UL listing. In my area the inspector will look for the UL sticker. It does not have to be UL, but the inspector uses this as his primary means of approval.

Around here, TUPP is a large supplier of custom signs.
I've never seen any listing sticker on any of them. That doesn't mean that they are not listed, But I've never seen one. This includes aluminum back-box type signs to fancy canvas wraped aluminum shelled signs such as 'Dominoes' uses.
