Electrical sub panel code requirement for 1960 building

We need to replace the Zinsco sub panels in some apartments in a 1960 building. The panels are in hall closets. Is the building grandfathered in codes to allow panels to remain in hall closet?

The NEC states the following:
(D) Not in Vicinity of Easily Ignitible Material. Overcurrent devices shall not be located in the vicinity of easily ignitible material, such as in clothes closets.
plus, any location would require proper working clearance.

Any variations from those requirements such as grandfathering would be a local jurisdiction issue and not addressed by the NEC

Grandfathering can be tricky. What is the closet used for?

To be sure, I would ask the electrical inspector.

What's on the backside of the wall, or adjacent wall(s)?

Sub panel has hinged door and latch

The only recourse you have is to check with the local inspection department. Some places will allow replacements if the install was compliant at the time of the original install
