Electrical Supply Serving RV Parks

Article 551 of the 2005 NEC deals with Recreational Vehicles and Recreational Vechicle Parks. My question is about the service for the park. In article 230 covering services, it talks about inside and outside of buildings or structures. So do you treat the entire park property like a building or structure and say that at the point the serving utility stops and the utilization begins, your service equipment and disconnecting means has to be at that point? Because at that point is where the serving utility is going to meter it and after that, they don,t care about the installation as long as the AHJ has approved it. Any input or clarification would be welcome and appreciated.

From my experience, and based on 90.2(b), POCO's interest usually stops where their conductors end, most commonly, but not necessarily at the meter.
That stated, I know that in one area I work, POCO requires ALL exposed service conductors to be in metallic conduit, even those installed by contractors on the load side of the meter. Argue as one might, you comply or they don't provide service, so, I guess, their power = their rules too.
