my original layout calls for a 2480V 800A disconnect switch to feed a 800A MDP then to a MCC and transformer 480V/277 to 208/120V...however this alternate (picture attached) is suggesting the 480/277V 800A disconnect switch to feed 2 disconnect switch(600A and 200A) then to the MCC and transformer...not sure this is right.
 
So the alternate is 2 disconnect switches instead of the MDP? That will work but you would have to comply with the appropriate tap rules. I would prefer the MDP method.
 
Yes, you stated that they wanted as an alternate to use "the 480/277V 800A disconnect switch to feed 2 disconnect switch (600A and 200A)". The conductors between the 800 amp and the other two disconnects (unless rated for 800 amps) would be tap conductors so a tap rule(s) would apply.
