Electrical test of HV Electrical Gloves

The government (OSHA) requires HV Electrical Gloves to complete an electrical test every 6 months? How is this test conducted and who is qualified and authorized to execute it? Is a test certificate normally issued?

The procedure starts with an apprentice standing in a bathtub with about 6 inches of water in it wearing the gloves to be tested.
