Electrical Training and refresher

I am involved with a group that is updating and adding to our Electrical Safety program. I was looking for some verbiage around NFPA 70E 110.6 (OSHA 1910.332) training that would suggest the number of recommended hours for initial training and for annual refresher training.

Does anybody know of an explanatory note or interpretation that states a "minimum number of hours" and/or a suggested list of mandatory topics to use??

We have been contracting these training sessions out, but are looking to define this section of our safety policy a bit more clearly...

There is no guideance because the needed hours depend on what they are qualified to do and what they are required to do. I have done 70E refresher training ranging from 4-24 hours. You (as the employer) just need to be able to justify that the training content was sufficient to cover the 70E requirements you refered to.
