I don't have time to digest it all right now but the biggest sticky point I see so far is this:

Section 294.0 is the “enforcement” provision for the electrician certification regulations. It is amended to extend the period during which a person who has wrongfully claimed to be certified is barred from taking the certification test from five (5) years to seven (7) years, and additionally bars that person from registering as an electrician trainee during that period.

Unlike previous wording it actually creates a penalty other than being forced to go to school in order to work or entering an apprentice program as the only alternative - it essentially kicks you out of the trade altogether unless you join a union in many locations of the state. As by other laws governing apprentice programs they can not be in the same geographical area.

IMO - for such a mismanaged & disconnected law to go so far is sort of a power grab.

I think that the law should go much further. It should strip you of your resident status, making you a citizen of, say, Guatemala. Then it should also allow one illegal resident from Mexico to become a licensed electrician for everyone that violates the law and is sent to Guatemala.
