I was ask if if there is a license for electricians. I said I did not think so. I know you have to have a journeymans card before you can take the states contractor's test to get your contractor's license. That is in Ohio anyways. We needed 8,000 hours of on the job training, plus 4 years of school, then we were consider a apprentice. After ten years we were consider a journeyman.
 
You have to have a document in your possession that says to the world that the local jurisdiction (usually the State) has authorized you to work as an electrician. Whether that document is properly called a ?license? or a ?certificate? or is known by some other term is different from place to place.
 
Each State has its own rules for licensure of electricians. In Utah we have 5 different electrical licenses:

Apprentice
Residential Journeyman
Journeyman
Residential Master Electrician
Master Electrician

You have to have a Residential Master Electrician or Master Electricians license or employ someone that does to apply for an Electrical contractors license in the State of Utah.

Here in Va, only a business, not a person, can be a contractor, so you need a business license in the locality you will be based in. Additionally, some other localities require a business license in their areas if you do over a certain amount of business there.

The class of contractor's license you qualify for depends on your assets, and also limits the gross amount of money of any given job. By the way, you cannot split a large job into smaller ones to skirt these limits, and you don't want to get caught trying, I've heard.

Then, in order to actually do work in the trade, you must employ a Master Electrician who supervises the work done under the contractor's license. In my company, I am the Master Electrician as well as the president, because the company is incorporated.
 
Washington State is the king of electrical certifications we have 15.
According the minutes of the last WA electrical board meeting, there is a move afoot to establish reciprocity between all states that certify or license electricians. Virginia has asked to become reciprocal with Washington. There is an annual meeting of reciprocal states in August each year. Last year Texas was added.
