Electrocution at Jupiter, Florida mall fountain

Does any one have more information on this electrocution, other than a bad light fixture. There were reports
of exposed wire. What safety devices failed?

Back when dinosaurs walked the earth and before the proliferation of double insulated power tools with polarized power cords I was a member of a fraternity at a major university, and once a year the Greek system threw a party at all the houses on campus called "South Seas Island Weekend". The members built elaborate party themed installations on all the house grounds, and something that many had were pools of water contained in sheets of plastic bordered by bales of hay or wooden frames. At the house next to ours a guy was standing knee deep in one of these when he reached over the side of it to pick up a plugged in circular saw. He died at the scene.

Growing up my old neighbor, a licensed plumber, was one of the cheapest people I've ever come across. He had a ponton that was held together with the new coat of paint he put on it every year.

This thing was constantly springing new leaks, that he'd have to fix. Came home one day and he was standing in waste deep water with an electric grinder, grinding off the rust and 40 layers of paint so he could weld a patch.

His cheapness caused him to do some of the dumbest things I've ever seen. Yet he was able to die a natural death.

However, the subsequent owners of that house, which was also held together with paint and carpeting, were also as dumb as he was. to this day, we can't figure out if dumb people just bought that house, or if the house had some sort of evil spirit that made the people living there dumb.

CO low level acute exposure?
