OK, that's grabbed my attention pretty quick. My daughter goes to an in-home day care in my neighborhood and the house has a decorative street lamp between the sidewalk and the street. It took a year and a half of calling to get the city to come replace the missing hand-hole cover so I'm guessing no maintenance has ever been done on these. Could a sufficient check be done just by sticking the other lead of a DMM in the ground? I couldn't tell what the guy in the video was using for a ground reference.
