Electrolysis and oxidation of copper

I went to a building which had some green residue in the water main where all the ground connections connected to.

How can you tell the difference between electrolysis due to DC current and oxidation due to water damage?

Based on the picture shown, is this caused by oxidation or DC current in the water system?

Look at the top of the pipes. Look at the areas that appear to be tracks of moisture. Why is the corrosion more apparent in those locations?
This building has a massive water infiltration problem. I went there on a rainy day and the water was just seeping through the concrete walls and ceilings.
