for a new built 9-unit , 3-story apartment bldg in LA
can we provide a commercial 200A, 240v, 3 ph, 3wire meter section adjacent to dwelling meters??

the only house load are the elevator and some garage-bldg exterior lights and one E.V charger;
30 hp, 3 phase 240v elevator + 13000 VA (HSE load)

(note that elevator companies may require 175 shunt brkr that requires 400A service distribution for accommodation)

NEC allows multiple services when different phase and voltage are required. See 230.2(D).
