Elevator control and lighting on emergency power?

If we have an office building (non-high rise), the elevator motor is on normal power. Do the elevator controls, elevator cab light and pit lighting require to be on emergency power?

I've done quite a few buildings that haven't had any backup generator and everything elevator related was on normal power. I do put in an emergency lighting unit in the machine room.

Correct me if I am wrong, but I believe the elevator control system has batteries included to assist in bringing the elevator to the default floor on loss of power.
