Working on an existing 5 story building in Queens, N.Y. Converting to an restaurant from a multi use building. Owner wants to provide an elevator to this project where one is not currently provided for. I am required to provide emergency power (generator) for the this?

There isn't a clear cut answer to this. The information you provided is not enough to make a determination. The building code dictates when you need to put elevators on generator. Note that there is an important difference between emergency power and standby power. Emergency power is an NEC 700 system where-as standby power is an NEC 700 & 701 system.

Refer to the NYC building code chapter 3 for occupancy classification, chapter 4 if it's a high rise, then chapter 27 and chapter 30. You will have to review those chapters to determine what is applicable to your situation.
