Elevator disco

I have elevator without generator field control and per NEC 2017 section 620.51(C)(1) I have one disco in hoist way shaft where motor controller is but i also need additional disconnect outside the hoist way accessible to qualified personnel only. I am wondering would breaker that feeds the elevator in panelboard be this additional disconnect outside hoistway or not?

If you can lock it in the off position, yes.

There are a number of rules in the code that require disconnects and/or OCPDs to only be accessible to qualified persons. In the real world this is almost always impossible to accomplish.
