Elevator Emergency Power

I have a sheet of requirements from the elevator vendor stating that if the elevator is on emergency power that the pit lights and pit receptacles also must be on emergency. Although a good idea I cannot find this in either NEC 620 or ASME 17. Is this just a vendor request? Thanks in advance for any help.

Truthfully I don't know where the requirement comes from:ashamed1:, but most of the buildings I have seen have pit lights, service outlets and elevator room lights on emergency power.
 
Do the elevator people always lock out the elevator before working in the pit?

I' thinking I wouldn't want to be in the pit, with not lights or power, while the elevator is still running on emergency power.
