Elevator emergency power

I have a multi-family building with a parking garage on grade level and four stories of residential units above. The main entrance lobby is off the parking garage. My question, does code require the elevator to be on emergency power. I believe the code reads that a building of 75' in height or more does require emergency power, however in the latest issue of EC&M magazine, it states that "The new ADAAG guidelines now require that emergency power be available to elevators that have four or more stories of travel above or below the accessible floor (4.1.3(9)(1). I haven't found this new requirement on the DOJ website. Are these guidelines code? Does emergency power require a generator or will battery back-up suffice? Thanks.

What does this mean? I am interested in the answer to the question, but why does international building code have jurisdiction, and where can we find this? thanx

B.J., obviously it apply's to PA. This is another reason the "powers that be" should have left the "FROM" and "IN TRADE SINCE" in the profiles. If some one knew where you were from, they may be able to give you a relative answer.
