Elevator feeder and branch circuit

For high rise building, I have passenger elevator 30HP, FLA of 40A and freight elevator 40HP, FLA of 53A. Engineer used 430.52 to size the fused disconnect fuse and breaker in the panel.

So for freight elevator 40x1.75= 70A
and for passenger elevator 53x1.75=90A

I can see for fuse he used 175% but for breaker can one use 175%? I see 250% table 430.52

But 430.52(Part IV) references slef protected controllers

Engineer didnt use that instead he used Table 430.52 to size panelboard breaker that feed downstream fused disconnect and he used same to size the fused disconnect fuse next to controller

I am now confuse. One cannot use Table 430.52 to size elevator motors?

So ones needs manufacturer cutsheet with MOCP or one can use 430 to size elevator breaker?
