No, when the code uses the term ground-fault protection, it doesn't necessarily mean ground fault protection for persons or equipment (GFCI, GFPE). Every overcurrent device does three things. It protects circuit conductors from overloads, short-circuits, and ground-faults.

In this case, ground-fault protection means a device is required to protect against ground-faults and short circuits but not necessarily overloads.

A GFCI device will limit ground faults to around 5mA. GFPE devices will limit ground-faults to around 30mA. A typical breaker can withstand a ground-fault to 10,000A.

I understand that 620.61 is not intended to require personnel protection (GFCI, etc.). However, are you saying that 620.61 does NOT require the elevator feeder C.B. to include a GF trip mechanism at all? If so, I guess I don't see how the section can be intrepreted as such.

This section is calling for nothing more than any standard OCPD. When the code wants additional protection it will use the term "ground-fault protection of equipment".
