Please direct me to the section of the code book dealing with the required illumination in an elevator lobby in the state of Florida.

NFPA 101, 7.8, Illumination of Means of Egress, gives minimum requirements.

However, if you want to look at good lighting practices, I recommend you look at the Illuminating Engineering Society (IES) Lighting Handbook. Chapter 10 is the IESNA Lighting Design Guide and gives recommended maintained illuminance levels for various categories of spaces.
