Elevator Lobby (sill) lighting

Per ASME A17.1, section 2.11.10.2 the illumination level at the sill (threshold) of an elevator must be 10 FC, when the elevator is in service.

An elevator rep is indicating this requirement prevents the lobby lighting from being switched.

Can anybody weigh in on this, or clarify what exactly "elevator is in service" means?

Just a guess, but it sounds like there would be a requirement to have sufficient egress lighting from the elevator car to an exit means.

Shirley (yeah, I know) the car lights would meet the illumination requirement, and thus the question of the need for the lobby lights to be switched or not would be moot...?

Started getting excited when I saw this reply but according to A17.1, 2.14.7.1.2, only 5 FC is required at the car door threshold from the interior car lights... Any other suggestions? Thx. -Ap

Maybe I'm missing the point, but once you get out of the elevator car, where do you go?
