Elevator machine room feeders

I have 9 story hospital building which is getting its elevators upgraded. There are 3 elevators whose motors are in an elevator machine room directly above the hoistway. The feeders for the existing elevators are run with MI in the hoistway which I may just keep or change out with new but still in MI (switching out would be for reasons I'll not muddy the waters about).

They would also like me to put an Equipment Branch panel in the elevator machine room which will serve HVAC equipment that serves the elevator machine room exclusively. Correct me if I'm wrong but the last part of that sentence defining the limits of what that panel feeds, I believe makes it koshur.

My question concerns the equipment branch feeder to that panel which I need to run from the basement up to this Elevator Machine Room.

Can I use the hoistway for that. By the way, this is all at 208V so everything is much larger than you'd expect. In the case of the equipment branch, we'd be looking at a 225A feeder?

It appears that you would need to meet 620.37(C)

 Main Feeders. Main feeders for supplying power to elevators and dumbwaiters shall be installed outside the hoistway
unless as follows:
(1)By special permission, feeders for elevators shall be permitted within an existing hoistway if no conductors are
spliced within the hoistway.
(2)Feeders shall be permitted inside the hoistway for elevators with driving machine motors located in the hoistway or on
the car or counterweight.
 
That's odd. Looks like you can run the 225A panel feeder in the hoistway, but not the elevator main feeder. But, being 2 hr rated MI cable, is it really "in" the hoistway?
