Elevator pit rough in San Diego

I am currently doing a job in San Diego, CA where I have been told by the elevator contractor that everything below 48" in the elevator pit has to be Nema 4. Apparently this is an elevator code. The elevators that i have done in the past were all done with 3R ratings, so I am lost as to what I can use for the GFI and lights in the pit. Has anyone come across this before? If so, any recommendations on boxes and covers for the GFI? Specs require rigid conduit so a slip style hub will not work. Any suggestions are greatly appreciated.

Is the pit sprinkled?

I found this:

2.8.2.3.4 In jurisdictions not enforcing the NBCC,
when sprinklers are installed in the hoistway, all electrical
equipment, except earthquake protective devices
conforming to 8.4.10.1.2(d), located less than 1225 mm
(48 in.) above the pit floor, shall be
(a) weatherproof (NEMA4)
(b) wiring shall be identified for use in wet locations
in accordance with the requirements in NFPA 70

It is from 2004, but it may be a place to start.

I ran across that as a job spec rather than a code requirement. The only problematic part was dealing with the receptacle, and the solution for us was to mount it above 48".
