Elevator Power Supply Failure

Hi,
There was a brief power shudown that occured while switching from main power supply to backup generator for testing. An elevator in an old building was stuck with people trapped in it. An investigation is ongoing and I would like to know from electrical and technical pov what are the requirements for elevators during power outages?

Retired from a large hospital that had over 20 elevators. When we performed mandated monthly ATS testing we would land that part elevator section to the ground floor then transfer to emergency power. Heard that iny area hospitals were only required to have 50% of their elevators backed up by emergency power. When they had 4 elevators in same location they were brilliant in having split them between two ATS's . During trianual PM of 13.2 KV switchgear they would run elevators on the 4 large generators while performing maintenance on the 13.2 tie breaker then while single ended would run elevators on normal power while leaving generators running. After they replaced old DC elevator motors & controls to three phase & VFD'S heard it was easier to recover from a power failure. Would start monthly ATS testing at 4 AM on a weekdays and yearly & trianual PM's at midnight on weekend.
