Elevator Recall at train station

Do i need an elevator recall function at a train station that has no building? The elevator is there for those that are exiting the train to go up to the street level.

That's entirely up to the transit authority in charge of that project. I will say that I've done work for NYCT, and they did require elevator recall in subway station elevators serving this exact function.
