They usually are because the contacts that trip the shunt trip are coming from the controler. I usually see a panel mounted in the mechanical room for the elevator equipment. Out of this is usually a lockable disconnect for the cab lights, controller cabinet, and one other disc that escapes me what for. Then there will be fire relays to pop the smoke hatch in the shaft and elevator recall and alternate floor recall relays to bring the car down and open the doors on a lobby floor that is not on fire.
