Does the receptacle located at the sump pit (GFI protected ofcourse) have to be on a seperate C/B and branch circuit from a convenience outlet in the elevator machine room?

Yes. See 620.23(A).

The sump pump receptacle (single) does not have to be GFCI protected, see 620.85
